Many citizens believe the 24/7 media propaganda that insists that cops are our friends. They are not: they are supposed to be public servants. Often they are sympathetic to women, children and old men, but not often to male adults who are not obviously well to do. Of the three times that I ever tried to get service from them, each instance ended badly. Mostly it is the cops succeeding in denying service by pretending that no crime occurred. My research indicates that much of the cop's efforts is in trying to wiggle out of providing service. When prevented from doing so, their efforts often tend toward retaliation against persons who resist their efforts to avoid doing their job. When I was shot off my bicycle by a couple of meatheads in a truck, two of these peacocks tried to sell me the ridiculous notion that a rock shot out sideways from a tire tread. When Black Nancy's boyfriend carved "I’ll kill you, m'f'!" in my door, two other of these strutting chickenshits simply went blind to the evidence, then denied that there are laws against terroristic threats. When a Negro slashed one of my tires, the cop refused to follow Gina and I to the guy who we watched do it. But let one of these first responders get a random whiff of marijuana and watch swat teams swoop in from all angles.
The near worthlessness of cops thus established for male adults, one would find his civic duty to often extend to complaining, in writing, to higher authority about lazy or corrupt cops. If such complaints are not pursued, the cops, who lack almost every feedback loop due to their super-privileged position, will only become more lazy and more corrupt. Also, one must realize that it takes dozens of complaints by ordinary citizens to effect even the slightest sanction against the offending cop. By itself, your complaint usually accomplishes nothing in correcting any cop, which is why it is essential that citizens never hesitate to lodge serious, written complaints, and to follow up on them with insistence. Cop-bosses, when pressed, will admit that they require "a pattern" of bad behavior prior to doing anything about it. They obtain this pattern only after receiving numerous complaints about the same cops.
As with all govt bureaucracies, they abhor getting complaints, and will make it as difficult as possible to lodge complaints. The Tulsa police department discourages complaints the same way as most other govt agencies; by requiring complaints be re-written on one of their own forms. Do not toss your own complaint to comply with their rule. Instead, write two complaints and make them accept both. Write your complaint. Title it something like "Formal Complaint" (re: officer Peacock's refusal to act). It needs a date, names, places, events, a suggested solution and punishment, a signature and a "cc" at the bottom. This informs them that you are not the usual easy-to-ignore-or-fool citizen who will quickly lie down and forget pursuing your complaint after being momentarily coddled with excusatory words, then thwarted. The "cc: et al" at the bottom tells them that you are serious, you kept a copy, you sent copies to other officials, and that the complaint will be a lasting thorn in their side until something gets fixed.
Their own form has the answer to your serious attempts to make them get right, change policy or sanction or fire some arrogant or corrupt turd in their employ. See the form I supply as an exhibit, from the Tulsa police, a mildly ruthless and steadily corrupt pack of vicious cops under almost constant, worthless, self-investigation since its inception for planting evidence, stealing evidence, creating evidence, lying people into prison, beating people to death, staging their murders to look like jail suicides, forcing fake 'confessions' from their targets and simply executing people in the street. This form will not be accepted until you answer several questions that are none of their business and serve only to allow them to easily snoop into your affairs and target you for harassment and dirty, revenue-snatching, tricks should you and your complaint become a problem for them. They want your date of birth because all of their state records, and many of their federal files on you, can be found by them with only this and your name. They want your social security number because this unlocks all the federal (and business) records on you. They now have your entire life history at their disposal. Recent history changes, so they also want your employer. This puts their hairy, strangling hands around the thin, delicate throat of your livelihood. Gentle pressure here will make any complaint not only go away, but also change into an apology. They get your car, too, which is the cop's primary source of revenue and harassment. How long can a complaint last when, every time one of your family vehicles moves, it gets $300 worth of tickets?
Cops' constant quests for more immunities, privileges, powers, secrecy and laws makes them ever more arrogant, dictatorial, self-serving, vicious and corrupt. When a high-speed turbine is similarly removed from its gover nor and fed ever increasing amounts of power, it spins faster and faster until it cracks, flies apart and shoots deadly shrapnel into everything.
(See: /CopCulture.htm) We have always known that the answer to too much power is supervision, limits and feedback loops that prevent dangerous operations from converting themselves into catastrophes.
The box that warns you against filing a false report is worth a note: what kind of foolish maniac would twist this dragon's tail? Nobody I know would. Only an arrogant, vicious psychopath would do this, and, of course, this is exactly the type of person who is attracted to, and trained by, copwork and cop apparatchiks. So, the lesson here is that this is a subtle threat, but not just to citizen idiots who may subliminally want the dog to bite them. No, it goes deeper than this. It is a threat so subtle that only those of us who have already been devoured by the beast can detect. To people who know cops for what they really are, it is a threat that they may simply decide to declare your complaint "false" and abduct or fine you for daring to complain. Judges pull this stunt all the time: they simply ignore the facts, declare your guilt and impose sanction. Cops use this trickery very seldom, as they are always out snooping rather than filling a padded chair, and have many other ways to attack, mostly by calling up other cops to do their dirty work for them when they know that you are driving, trying to get to work on time. Being permanently screwed and targeted by vicious state employees, I am constantly assaulted by these shitty little boxes that imply that I am a liar, while the actual liar is the state itself. I scribble them out. Sometimes I write "void" over them, or some other pertinent notation, depending on which type they are. The bureaucrats despise every type of "coloring outside the lines", but it is your right to modify any type of contract that they try to force you into. And they will accept it; either the one you are talking to, or the ones you send it to.
Now examine the letter that I sent to the Tulsa cops, proving to them via exhibits that one of their current employees stole evidence to convict an innocent teenager that they had mistakenly tortured in lieu of the actual culprit: their drug snitch. (See letter below). Next, review Chief Jordan's letter. See how easily he ducks proof of corruption and helps the actual killer continue his 38 year escape from justice. He is committed to protecting his criminal employees, and to protecting the killer, refusing to go get the killer despite being shown him. Instead, chief Jordan hides behind the judges, dozens of whom have themselves declared their intent to protect the killer at all costs.
Obviously, none of these super-privileged, immune-to-the-law elites are your friend. Just see who they protect and serve: themselves and the killer that they were too incompetent and crooked, to catch.

On 2-5-1973, TPD Identification Division Officer Donald Peyton sent exhibit one, (enc.) to the FBI lab along with at least 8 human blood samples that he had gotten from a 5 block long trail of blood that one male youth had bled while escaping a murder he had committed seconds before. In this letter, Officer Peyton first advises the lab that they will be the only ones who will ever get to report on this evidence. This declaration, by itself, establishes that deceit in any results is most probably to go undetected, and that deceit is actually desired. If there is any innocuous explanation for this invitation to commit evidence fraud, I would love to hear it.
After describing each of the 8 blood samples as the human blood that he knows them to be, officer Peyton asks, inanely, "Please see if these are human blood and see if it can be typed." His job and training is to know that this is possible. This is another invitation to join the TPD conspiracy and commit evidence fraud, in the next sentence, Officer Peyton warns the lab that they have no blood from their target, effectively warning them that no blood typing must occur, as an honest analysis will free their target and force police to seek the actual culprit.
Peyton next describes exactly how he and his fellow officers already know for a fact that the evidence is human blood from one killer. This knowledge and this letter combine to prove a desire by Peyton and TPD to include the FBI in their conspiracy to conceal scientific and other evidence and to commit evidence theft.
This letter came from FBI files, and the handwritten conversion of "blood spots” in it to "red-brown stains" and the conversion of "dried blood" to mere "scrapings" constitute proof that the FBI lab technicians did indeed join the conspiracy and agreed to and perpetrated this first step of their own conspiracy to steal evidence.
On 3-21-7973, the FBI returned the blood samples to officer Peyton by registered mail. Since this murderer was never brought to justice, there needs to be a determination of what Officer Peyton did with these blood samples.
Also, on or about May, 1997, someone with access to the TPD evidence vault stole at least 23 fingerprint samples from the killer to prevent their use as DNA evidence. This occurred as a direct result of my appeal to Judge Jesse Harris' court, when I first notified him and his prosecutors that new science made them DNA capable of identifying the actual killer of Mr. Hunt. This is documented by two researchers with the Innocence Project. One is Attorney Richard O'Carroll and the other is federal investigator John Floyd.
